What licensing applies in the Gulf energy sector?

Oman introduced a Professional Practice Licence for named oil and gas roles, mandatory from 1 September 2025. It covers HSE advisors, crane operators and technicians among others, and it binds people already working in Oman at work permit renewal as well as new hires.

What is the Professional Practice Licence?

It is issued by the Energy and Minerals Sector Skills Unit, under the Oman Energy Society, and it is a competence licence for specific roles rather than a professional membership. Covered roles include HSE advisors, crane operators and technicians, among others.

The requirement is recent and thinly covered. Most guidance on working in Omani oil and gas predates it, which means candidates and employers both encounter it late, often at the point where a work permit is already in motion.

Why does it matter if you already work in Oman?

Because it reaches existing employees, not only new arrivals. Required both by new applicants seeking employment and by current employees renewing work permits.

That makes it a recurring obligation rather than a one-off admission requirement. An employee who has worked in Oman for years, in a role now on the covered list, meets the requirement the first time their work permit comes up for renewal. The requirement affects work permit application and renewal timelines, so it must be planned for in advance.

Which roles are covered?

The published examples are HSE advisors, crane operators and technicians, and the list extends beyond those. We are not going to reproduce a role list we cannot fully source, because a candidate reading a partial list and concluding they are exempt is worse served than one who checks.

If your role is in Omani oil and gas operations, maintenance or safety, treat the licence as applying to you until the issuing body confirms otherwise, and plan the timeline accordingly.

What does it cost?

We hold no confirmed figure. Rather than estimate one, here is exactly what our figures file records:

Every other fee we publish carries a source and a review date, and this one will too once we can confirm it. Figures reviewed September 2026. The costs page lists every authority we do hold figures for.

What else might you need in Oman?

The Professional Practice Licence rarely stands alone. Depending on your profession you may also need:

  • Oman Society of Engineers membership, mandatory for engineers practising in Oman since November 2022 and requiring primary source verification. See OSE registration.
  • Oman Medical Specialty Board registration, if you are a healthcare professional rather than an energy sector one. See OMSB licensing.
  • Sector safety and inspection certification, which employers and contracts frequently specify by name. See certification training.

What else do people ask about energy licensing?

Who needs the Oman Professional Practice Licence?

Mandatory from 1 September 2025 for certain roles in Oman's oil and gas sector. Covered roles include HSE advisors, crane operators and technicians, among others. If your role sits on the covered list, the licence is a condition of working rather than a credential that improves your prospects.

Does it apply to me if I already work in Oman?

Yes, and this is the part people miss. Required both by new applicants seeking employment and by current employees renewing work permits. Holding a job today is not an exemption: the requirement reaches you at renewal.

Who issues it?

The Energy and Minerals Sector Skills Unit, under the Oman Energy Society. It is a sector skills body rather than a general labour authority, which is why it is easy to miss when you are researching Omani work permit requirements.

When should I start?

The requirement affects work permit application and renewal timelines, so it must be planned for in advance. Because the licence gates a work permit rather than sitting alongside it, a late start does not delay the licence so much as delay the permit, and therefore the job.

What does it cost?

We do not know, and we will not guess. The fee schedule is not something we have been able to confirm from a published source, so we publish nothing. Obtain it from the issuing body directly, and tell us if you find it so we can publish it here with a citation.

Is engineering council registration separate from this?

Yes, and an engineer working in Omani oil and gas may need both. Oman Society of Engineers membership has been mandatory for engineers practising in Oman since November 2022, and the Professional Practice Licence covers named energy sector roles. They are different requirements from different bodies.
