In most Gulf states, yes, and it is a condition of the work permit rather than a professional courtesy. Saudi Arabia, Qatar and Oman all require council registration before an engineer may practise, and in Saudi Arabia you may not practise while an iqama is being renewed unless you are registered.
Four councils regulate engineering across the Gulf states we cover. Each assesses qualifications and experience independently, and registration with one does not carry across to another.
UAE engineering registration runs through the Society of Engineers and is covered on its own page. We hold no confirmed fee figures for it, so none are published.
The requirement is recent, it is comprehensive, and very few advisory firms cover it. Engineers arrive in Oman having satisfied an employer and an immigration process, and discover the council registration afterwards. Primary source verification is a required component, which means it is not a same-week fix.
The requirement exists to ensure only verified, qualified engineers can secure employment in Oman.
Registration is mandatory for all engineers in Saudi Arabia, both Saudi nationals and expatriates. Applies to anyone holding an engineering profession code on their iqama. Over 300,000 engineers are registered nationwide, which gives some sense of how routine the requirement is rather than how exceptional.
There is also a localisation dimension worth planning around. Engineering firms employing five or more accredited engineers across 46 engineering professions were required to reach 30% Saudization by 30 June 2026, up from 25%.
Requirements and grading differ by discipline as well as by council. These pages cover the three disciplines each council registers most often.
Registration requirements, equivalency and grading for civil engineers, by council.
Registration requirements, equivalency and grading for mechanical engineers, by council.
Registration requirements, equivalency and grading for electrical engineers, by council.
The set varies by council. Qatar publishes its list, and it is representative of what the others ask for.
Supporting credentials such as PMP, REVIT, Other recognised training credentials are not required but do strengthen a grading application. If you are considering one, our certification pathway covers what Gulf employers and councils actually recognise.
In several Gulf states, yes, and it is tied to your work permit rather than to professional standing. Registration is mandatory for all engineers in Saudi Arabia, both Saudi nationals and expatriates. In Oman: Mandatory since 28 November 2022. All engineers living and working in Oman must hold OSE membership in order to practise their profession. Qatar requires it under Law No. 19 of 2005 for any engineer practising there.
You cannot legally practise, and in practice you cannot complete or renew the immigration paperwork either. An engineer may not legally practise while the iqama is being renewed unless registered with the SCE. Only registered professional engineers may sign and seal engineering plans in Qatar.
Yes, for most councils. OSE has required it since it partnered with DataFlow in 2016, and it applies particularly to engineers holding qualifications obtained outside the country. Kuwait authenticates educational credentials for licence issue and renewal.
It is a formal ruling that a degree earned outside the country is comparable to the local award. Engineers whose university does not appear on an approved list usually need one before they become eligible to register. In Qatar, degree certificates also require MOFA attestation.
UPDA classifies engineers into 4 grades by post-qualification experience: Trainee at 0-5 years, Grade C at 5-7 years, Grade B at 7-10 years, Grade A at 10+ years. The grade affects what you may sign for and how you are employed, so applying at the right one matters.
25-27 questions in 60 minutes, 4 marks per answer, pass mark 13 correct out of 25, no negative marking, and results announced immediately. Registration renews every 3 years.
