DHCR Licensing, Dubai Healthcare City
DHA and DHCR are legally independent regulators, and a DHA licence has no validity inside Dubai Healthcare City. Practising in the DHCC free zone requires a separate DHCR professional licence, even if you already hold a current DHA licence. Candidates routinely assume one licence covers all of Dubai. It does not.
What does a DHCR licence cost?
We hold no confirmed figure. Every other fee on this site carries a source and a review date, and rather than estimate this one we publish the gap.
| Item | Fee | Notes |
|---|---|---|
| Primary source verification | Not published | [VERIFY: DHCR / DHCC primary source verification. Obtain from the authority before publishing any figure.] |
| Application | Not published | [VERIFY: DHCR / DHCC application. Obtain from the authority before publishing any figure.] |
| Licence issuance | Not published | [VERIFY: DHCR / DHCC licence issuance. Obtain from the authority before publishing any figure.] |
| Total | Not published | [VERIFY: DHCR / DHCC total. Obtain from the authority before publishing any figure.] |
What you can budget for with confidence is verification, which is charged by the verification provider rather than by DHCR and is comparable across UAE authorities. Those figures are on the costs page.
Who needs a DHCR licence?
Every healthcare professional practising inside Dubai Healthcare City, regardless of what they hold elsewhere. The free zone hosts hospitals, specialist clinics, dental practices and diagnostic centres, and a licence from any other UAE regulator does not reach inside it.
The practical trigger is your offer letter. If it names a facility in Dubai Healthcare City, this is your regulator. If it names a facility on Dubai mainland, your regulator is DHA. If you are not certain which, that is the question to resolve before you do anything else, because the two applications are not interchangeable and neither fee is refundable because you chose wrongly.
Why do two licences exist for one zone?
Because DHCC licenses the business and the practitioner separately, and both are mandatory.
- The commercial licence
- Issued by the free zone authority to the facility. It permits the clinic or hospital to operate. It is the employer's responsibility and says nothing about you.
- The DHCR professional licence
- Issued to you, the individual practitioner. It permits you to practise your profession inside the zone. Your employer holding a valid commercial licence does not give you one, and this is where the misunderstanding usually sits.
Both are required. An employer operating lawfully inside DHCC can still be asking you to practise unlawfully if your own registration is not in place.
What is the DHCR licensing process?
- Step 01
Confirm the facility is inside DHCC
Before anything else. Ask the employer which regulator licenses the facility and get the answer in writing. A facility address in Oud Metha does not settle it, and this single question decides which of two separate applications you make.
- Step 02
Primary source verification
As with every GCC health authority, your qualifications are verified at source. Standard verification takes 15-25 working days from the date of payment and submission of a complete set of documents.
- Step 03
Assessment, where required for your profession and title
[VERIFY: DHCR assessment and examination requirements by profession and title. Obtain from DHCC before publishing any detail.]
- Step 04
DHCR professional licence, alongside the facility licence
DHCC operates a dual structure: a commercial licence issued by the free zone authority to the facility, and a DHCR professional licence issued to you. Both are required, and the facility having one does not give you one.
The shape is familiar from every other GCC health authority: verify the credential, prove the competence, register, then keep it live. Our four-stage explanation covers the sequence in general.
How long does DHCR licensing take?
[VERIFY: DHCR end-to-end licensing timeline. Obtain from DHCC before publishing a range.]
We are not going to borrow DHA's four to twelve weeks and present it as DHCR's. They are different regulators with different processes, and the entire point of this page is that people conflate them.
What we can state is the stage that dominates every GCC application. Primary source verification takes 15-25 working days from the date of payment and submission of a complete set of documents, and it is required here as it is everywhere. Whatever the total turns out to be for your file, that is the part you can influence.
What documents are required?
DHCR does not publish a document list we have been able to source, so the checklist below is the set every GCC health authority asks for rather than a DHCR-specific list. Treat it as what to start assembling, not as a complete answer.
- Passport and photograph
- Degree certificate and transcriptsAttested in the country that issued them.
- Postgraduate and specialty qualifications
- Current professional registration or licenceIncluding a current DHA licence, if you hold one. It does not substitute for this application, but it is relevant evidence.
- Good standing certificateMost GCC authorities require one under six months old at submission.
- Experience certificatesSigned by HR or the medical director rather than a supervisor.
Why are DHCR applications rejected?
[VERIFY: DHCR published rejection reasons. No authority-specific list has been sourced.]
The failure that is specific to this regulator, and that we see reasoned about wrongly more than any other, is not a rejection at all. It is applying to DHA for a job that is inside DHCC, discovering it weeks later, and starting again with a different regulator having already paid.
Beyond that, the documentary failures that return applications across every GCC health authority are the ones documented for DHA: a good standing certificate past six months, experience certificates signed by the wrong person, a qualification mapped to the wrong title, illegible scans, and names that do not match across documents. Those are general to the process rather than specific to DHCR.
What does it cost in total?
We cannot give you a total, and we would rather say that than produce one.
- DHCR regulator fees
- Not published. See the [VERIFY] note above.
- Primary source verification
- Charged by the verification provider. See the costs page.
- Our advisory fee
- Quoted per case, in writing, after a free eligibility consultation
What applies to your profession?
DHCR's profession and title scope is not something we have been able to source, so we publish no profession-by-profession breakdown for this regulator. What we will not do is copy DHA's list across and present it as DHCR's, on a page whose entire point is that the two are different bodies.
In the meantime, the profession guides published for DHA show the shape of what a UAE health authority asks for, by profession. Treat them as an indication of the work involved, not as DHCR requirements:
Which regulator covers the rest of the UAE?
Five authorities license healthcare in the UAE, and the boundary between them is geographic rather than professional.
- DHA, Dubai mainland
- DHCR, Dubai Healthcare City free zone, this page
- DOH, Abu Dhabi
- MOHAP, the northern emirates
- SHA, Sharjah
A full comparison of all ten GCC health authorities is on the healthcare pathway.
What else do people ask about DHCR?
I already have a DHA licence. Can I work in Dubai Healthcare City?
No. DHA and DHCR are legally independent regulators and a DHA licence has no validity inside Dubai Healthcare City. A separate DHCR professional licence is mandatory to practise inside the free zone, even if you already hold a current DHA licence. Practising inside DHCC on a DHA licence alone is a regulatory violation.
Why does Dubai have two healthcare regulators?
Because Dubai Healthcare City is a free zone, and free zones in the UAE operate their own regulatory frameworks. The zone regulates healthcare inside its boundary; DHA regulates the mainland outside it. The two are not tiers of the same system, they are separate systems.
How do I know whether a facility is inside DHCC?
Ask the employer which regulator licenses the facility and which licence you will be registered under, and get the answer in writing before you accept anything. Any legitimate employer answers this immediately. Hesitation is itself informative.
What does a DHCR licence cost?
We hold no confirmed figure, so we publish none. Every other fee on this site is sourced and dated, and this one will be too once we can confirm it. Obtain the current schedule from DHCC directly, and please tell us if you find it published.
Do I need both a DHA and a DHCR licence?
Only if you practise in both places. Each licence covers its own jurisdiction. Practitioners who work across a DHCC clinic and a mainland hospital do hold both, and each carries its own application, fee and renewal clock.
What happens if I work in DHCC on a DHA licence?
It is a regulatory violation. We are not going to speculate about the consequences, because they are a matter for the regulator and we have no sourced statement of them. What we can say plainly is that it is not permitted and it is not a grey area.
Does verification transfer between DHA and DHCR?
The verification report itself can often be reused across authorities, which saves both the fee and the waiting. The applications and the licences do not transfer. Treat the report as portable and the registration as not.
