MOHAP Licensing, Northern Emirates

A MOHAP licence is the professional registration you need to practise healthcare in the northern emirates of the UAE. It is issued by the Ministry of Health and Prevention, the federal ministry, and applies to doctors, dentists, pharmacists, nurses and allied health professionals working outside Dubai, Abu Dhabi and Sharjah.

Who needs a MOHAP licence?

Anyone practising a regulated healthcare profession at a facility in the northern emirates. MOHAP is the federal health ministry, and it licenses the emirates that have not established their own health authority.

  • Doctors and dentists across every recognised specialty
  • Nurses and midwives
  • Pharmacists and pharmacy technicians
  • Physiotherapists and other allied health professionals
  • Laboratory technicians and radiographers

Which UAE regulator covers your facility?

Five authorities license healthcare in the UAE, and the boundary between them is geographic. Get this wrong and you pay twice.

  • MOHAP, the northern emirates, this page
  • DHA, Dubai mainland
  • DHCR, Dubai Healthcare City free zone, which is a separate regulator from DHA
  • DOH, Abu Dhabi
  • SHA, Sharjah

What is the MOHAP licensing process?

  1. Step 01

    Confirm MOHAP is your regulator

MOHAP covers the northern emirates. Dubai, Abu Dhabi and Sharjah each license separately, so the first question is which emirate the facility sits in, not which country.

  2. Step 02

    Primary source verification

Qualifications, registration and employment history confirmed at source. Standard verification takes 15-25 working days from the date of payment and submission of a complete set of documents.

  3. Step 03

    Examination

A Prometric or authority assessment set by profession and specialty. The MOHAP examination fee is AED 1,200-1,600, payable in full on each attempt.

  4. Step 04

    Application, licence and renewal

Portal submission, classification at the correct title, then the licence against an employing facility. Renewal and continuing education credits run from issue.

The general shape is covered on how it works. What is specific to MOHAP is the fee schedule above and how your qualification maps to a title.

How long does MOHAP licensing take?

Typically 4-12 weeks, matching the pattern across the UAE authorities. Verification dominates that window.

Standard verification runs 15-25 working days from the date of payment and submission of a complete set of documents, and the delays that occur come from missing or incomplete documents, inaccurate information at submission, late response from the issuing authority.

What documents are required?

MOHAP does not publish a checklist we have been able to source. The set below is what every UAE health authority asks for, and is what to start assembling.

  • Passport and photograph
  • Degree certificate and transcriptsAttested in the country that issued them.
  • Postgraduate and specialty qualifications
  • Current professional registration or licence
  • Good standing certificateUAE authorities generally require one under six months old at submission.
  • Experience certificatesSigned by HR or the medical director rather than a supervisor.

Why are MOHAP applications rejected?

[VERIFY: MOHAP published rejection reasons. No authority-specific list has been sourced.]

The documentary failures that return applications are consistent across UAE health authorities. The set documented for DHA is representative, and is presented here as the general pattern rather than as MOHAP's own published list:

  • Good standing certificate older than six months
  • Experience certificates not signed by HR or the medical director
  • Qualification not matching the DHA Professional Qualification Requirements for the applied title
  • Incomplete or illegible document scans
  • Mismatch between passport name and certificate names

Which professions does MOHAP license?

What else do people ask about MOHAP licensing?

Which emirates does MOHAP cover?

MOHAP is the federal ministry and licenses healthcare across the northern emirates. Dubai, Abu Dhabi and Sharjah each operate their own authority instead: DHA and DHCR in Dubai, DOH in Abu Dhabi, SHA in Sharjah. Confirm which emirate your facility is in before applying anywhere.

Is MOHAP cheaper than DHA or DOH?

On the published figures, yes. MOHAP total government fees run AED 3,700-7,100 against AED 4,400-8,100 for DHA. That is a real difference, but it is not a reason to choose MOHAP: the licence only permits practice where the regulator has jurisdiction, and choosing on price rather than location leaves you unable to work.

What does MOHAP licensing cost in total?

Government and third-party fees typically total AED 3,700-7,100. Verification runs AED 1,000-1,300, the examination AED 1,200-1,600 and the application AED 600-1,500. Our advisory fee is separate and quoted per case.

How long does MOHAP licensing take?

Typically 4-12 weeks, in line with the other UAE authorities. As everywhere, verification dominates the timeline rather than the authority's own assessment.

Can I move to Dubai later on a MOHAP licence?

Not on the same licence. Moving to a Dubai facility means a separate DHA or DHCR application with its own fee and its own assessment. The verification report can often be reused, which removes the largest single cost and the longest wait from the second application.

Does MOHAP license pharmacies and laboratories too?

MOHAP licenses individual practitioners across the professions listed on this page. Facility licensing is a separate process handled by the employer, and holding a facility licence does not give the practitioners working there their own registration.
